For many local governments, strategic plans are rare. However, over the last decade government officials have realized the importance of strategic planning and have begun implementing both enterprise and departmental strategic plans. This webinar will highlight the recent efforts by Mecklenburg County to develop a robust strategic business planning framework that considers external and internal drivers for change or sustainability. Additionally, attendees will learn how the County maximized its strategic business planning efforts by aligning the FY2017 and FY2018 budget decisions to strategic business plan goals, objectives, strategies and actions. Resource allocation focused on identifying the appropriate costs for human capital, information technology, communications, assets/facilities, and other associated costs for more than 22 different lines of business. FY2017 initial results reveal that investments made in the strategic business plans have helped achieve many of the year-one goals and/or objectives for the County. 

 

About Dr. Monica R. Allen

 

 

Monica R. Allen graduated from Hampton University and The College of William and Mary with a Bachelor of Arts and a Master of Arts in Psychology respectively, and she received her Doctor of Philosophy degree in Organization and Management – Business concentration from Capella University. She is currently the Director of Strategic Planning and Evaluation for Mecklenburg County, and her accountabilities focus on leading, developing and executing the County’s corporate performance management, strategic planning and program evaluation initiatives.

 

Although Monica lived most of her childhood in Oklahoma City, she is a native of Chicago, Illinois.

 

Monica is also the owner of Insight Performance Management Group, LLC, which is a consulting firm specializing in change management, strategy development and execution, performance management, and organizational development.

 

Monica enjoys actively serving on various community Boards to include Promising Pages, UNCC Women + Girls Research Alliance, Women’s Intercultural Exchange, and the YMCA of Greater Charlotte – Harris/Harris Y Express. In her spare time, Monica serves as a mentor to several youth and adults in Charlotte, actively attends church, loves to travel, watch and attend sporting events, read mediation and spiritual books, and work as an Adjunct Instructor for the University of North Carolina at Chapel Hill – School of Government.

 

Monica was the recipient of the 2016 Charlotte Chamber of Commerce Young Professional Public Servant Award. She has also won numerous awards for her work in strategic planning and performance management, and received the 2017 Richard Goodman Award in Strategic Planning from the Association for Strategic Planning, as well as received the 2017 Certificate of Distinction in Performance Management from the International City-County Management Association
