Monica R. Allen

Director of Strategic Planning and Evaluation, Mecklenburg County 


Monica R. Allen graduated from Hampton University and The College of William and Mary with a Bachelor of Arts and a Master of Arts in Psychology respectively, and she received her Doctor of Philosophy degree in Organization and Management – Business concentration from Capella University. She is currently the Director of Strategic Planning and Evaluation for Mecklenburg County – the most populous County in the State of North Carolina. Her accountabilities focus on leading, developing and executing the County’s corporate performance management, strategic planning and program evaluation initiatives.

Her accomplishments in the role as Director include successfully implementing a three-year strategic business planning framework for Mecklenburg County to include the development of the FY2017-2019 Corporate Strategic Business Plan and consulting with approximately 24 departments on their three-year strategic business plans also for FY2017-2019. Recently, Monica refined the strategic business planning framework and is now assisting the organization with development of the FY2020-2022 strategic business plans (corporate and departments).

In addition to the success of designing and implementing a three-year strategic approach for moving the County forward, Monica has also implemented the first ever Performance Management System for the County, which was a multi-year engagement with the Microsoft Corporation. This effort has allowed the County to regularly and consistently monitor and manage performance throughout Mecklenburg County government.

Elizabeth Roll

Senior Strategist and an Executive Coach, Sandia National Laboratories


Elizabeth Roll is the Senior Strategist and an Executive Coach at Sandia National Laboratories in Albuquerque, NM.

She is the lead architect for the Labs-wide strategic planning activity, consulting to the organization’s senior-most executives. Elizabeth is the program lead for the Lab’s flagship leadership development program for high-potential executives. Her expertise is in strategic planning, change management, and leadership development.

Elizabeth received her Bachelor’s Degree in Economics and a minor in Mathematics from Bryn Mawr College and her MBA, with a concentration in Corporate Strategy and Finance, is from the University of Michigan Ross School of Business. She was trained in organizational development, group process, and coaching at the Gestalt Institute of Cleveland. Elizabeth is a Gestalt Professional Coach, a Board-Certified Coach (BCC), and the International Coaching Federation (ICF) has recognized her as a Professional Certified Coach (PCC).

  Doug Engle
Chief Information Officer, Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD)


Doug Engle is Chief Information Officer for the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD).  Doug has been the CIO at DBHDD since April 2013. Previously he served as CIO at the Georgia Department of Juvenile Justice for 15 years and Application Development Management at the Georgia Department of Correction between 1990 and 1998.  As the CIO for DBHDD Doug is responsible for managing all staff who support telecommunications/network data/voice support, software development and maintenance, desktop/laptop support, business data reporting, and insuring our information technology is secure.  Doug also is responsible for leading DBHDD Strategic Planning and performed that function at the Georgia Department of Juvenile Justice.  Also, Doug takes a proactive leadership role by developing and maintaining ongoing 5 year Technology Plans for the future at DBHDD.

Before Doug began working for the State of Georgia in 1990 he worked as a software developer for the Central Intelligence Agency form 1973-1979, Computer Science Corporation 1979-1980, Martin Marietta Data System (doing work for NASA-New Orleans LA and Drexel University-Philadelphia PA) 1981-1984, SYSCON Corporation (for the Commander Naval Reserve) 1984 -1990. He earned his Bachelor’s in Business Administration with emphasis in Management from Kennesaw State University in 1998 and he completed 2 years of study in Math and Computer Science at North Virginia Community College and the University of Virginia during the late 1970’s.
