The future is not something that happens to us.
The future is something we make.

Strategic Planning efforts in both the private and public sectors have too frequently produced “shelfware” that’s often see as neither dynamic nor resilient.  But why?   One issue has been the lack of a structured and proven method for understanding and discussing the future.   Moving from our current environment to a sometimes frightening or unknown future world is not something most people do well, for a host of neuroscientific and cultural reasons.

Strategic Foresight emerged in the 1950s and has spread within both the private and public sectors, with the Federal Government recently recommending its use for all agencies.  Its popularity has expanded as organizations seek to build resiliency and improve the quality of planning processes and strategic management behaviors.  Foresight emphasizes imagining the future with the detail required to lead to action and improved strategies.  The structured framework specifically avoids attempting to predict the future.  Instead, multiple informed and proactive possibilities are explored and monitored to track what patterns are truly emerging; in order to create insights and improve future activities.  Foresight represents a step forward in meeting future changes to the increasingly fast moving world around us.

The Gov CoP webinar on Strategic Foresight will discuss real world uses and adaptations of this method in the Public Sector by MITRE Corporation’s Foresight practitioners.


About the Presenters




Jon Desenberg - Principal, Government Strategy and Performance, The MITRE Corporation

Jon brings more than 25 years of public sector experience to his current position with MITRE.  His focus in the fields of performance management, strategic foresight and planning, and evidence-based decision making.  Jon brings his experience as Strategic Planning and Performance Management Director  at the United States General Services Administration’s (GSA).  Work in this area ultimately resulted in aligned goals and measures cascading to all 13,000 employees nationwide, and the first analytics dashboard available to all agency employees.  Jon also worked as the Policy Director for the Performance Institute, a government management thinktank and training organization.  He serves as the Chairperson of the Federal Performance Coalition, a policy forum comprised of good government groups and Federal organizations including OMB, GAO and the Congressional Research Service.

Jon was awarded with several commendations for his Federal Service, including the Presidential Leadership Award.

He has authored articles in Washington Technology, Government Computer News, and the Washington Post. He is co-author of the textbook, Knowledge Management: A Foundation for E-Government.

He received a B.A. from The University of Michigan and a J.D from American University’s Washington College of Law.

    John Dunn - Principal Business Strategist, Government Strategy and Performance, The MITRE Corporation

Since joining MITRE in 2014, John has led the development of MITRE’s strategic foresight capability and served as a trusted advisor for many MITRE sponsors within the Intelligence Community, Department of Defense and Civilian departments and agencies.  He has led multiple strategic foresight, planning, performance management, and governance efforts across multiple sponsor work programs.  He has Graduate Certificate in Foresight from the University of Houston and strategic foresight certification from The Futures School.  John is also a certified Strategic Management Professional (SMP) and Change Management Advanced Practitioner (CMAP) and holds a MBA from University of Maryland, and a B.S. in Systems Engineering from the US Naval Academy.
